What did Australia’s landmark tunnels and desalination plants teach the industry?

The tunnels taught the industry about ground risk. A tunnel boring machine is only as good as the geotechnical model it was specified against, and where the model was wrong, the machine stopped, the programme slipped, and the contract had to absorb the difference. How is a project approved and who decides?
Approval is split between levels of government, and the split is the part that most often confuses readers. The Commonwealth decides separately whether the project is a controlled action under the EPBC Act, and if it is, the project needs Commonwealth approval as well. Between approval and opening, the work is mostly about interfaces. The contractor finalises the design, the agency reviews it, and the two agree on any change against the reference design. Utilities are relocated, which is often the least predictable part of an urban project because records are incomplete. Traffic is staged so the corridor keeps functioning, and each stage is a small design problem of its own.
Commissioning comes last. For a road, that means testing the pavement, the drainage, the lighting, the signage, and the intelligent transport systems, and then opening in stages or all at once. For a tunnel, it means testing the ventilation, the fire systems, and the control room. For a desalination plant, it means proving the membranes and the water quality. The opening date is a commissioning milestone, not a construction one, and it moves when commissioning finds something.
